How the Council works

The Parish Council has 7 Councillors elected for a term of four years. The last full election was held in 2002, with a by-election in December 2005. The council year runs from May to April with the election of the Chairman and Vice-Chairman taking place at the Annual Statutory Meeting in May. Parish Councillors are unpaid, and do not receive any attendance allowance or payments for their duties, which they undertake on a voluntary basis.

The Parish Council meets approximately 11 times a year. Subject matters are brought before the Council by means of the Agenda, which is issued a minimum of five days before a meeting and is posted on the parish notice board situated next to Spar.

Council Funding and Accounts

The Council Tax paid by approx 634 households includes the spending requirements of Lancashire County Council, Ribble Valley Borough Council and Ribchester Parish Council. The Tax also includes the spending requirements of the Lancashire Police Force and the combined Lancashire Fire Service.

Ribble Valley Borough Council  as the unitary authority is responsible for collecting the Council Tax, and forwarding the amount due to the Parish Council in May.

The Parish Council receives no revenue support from central government nor any funding from local businesses and retailers via their payment of non-domestic rate. Each year the Parish Council calculates the money it needs  and deducts income to leave the amount required to be levied on Ribble Valley Borough Council. This sum, called the precept, is collected by them as a proportion of the total Council tax paid by parish households. In the financial year commencing 1st April 2006 the precept totalled £ 6890 , with the individual household precept set at £11.15.
